Are these waits into the US or out of it?

How often are border wait times updated?
CBP officers update each lane by hand, about hourly at the busy ports, and this page checks every five minutes. A lane CBP has no figure for shows as update pending, and a report more than three hours old shows as no current report, never with its old wait.
